Dean Brown
Senior Investigator
Dean Brown is an Senior Investigator at Howlett Brown and has more than 10 years of investigative experience. For 12 years Dean worked for the Independent Office for Police Conduct (IOPC) – the police watchdog in England and Wales, leading more than 80 cases and contributing to hundreds of others. He led high profile cases linked to sexual offences, firearms, deaths in custody, stop and search and officers abusing their powers for personal gain. During his time with the IOPC, Dean secured charges of murder, rape, assault, death by careless driving and misconduct in a public office in the cases he led. He also regularly provided evidence during inquests and misconduct hearings. Dean is also qualified as a specialist interviewer, assisting children, neurodiverse individuals and vulnerable and intimidated witnesses through court and hearing processes.
Outside of his work with the police watchdog, Dean also worked for the scheme for the parliamentary community (the Independent Complaints and Grievance Scheme) investigating cases of bullying and harassment and sexual misconduct and was seconded to the Mayor’s Office for Policing and Crime as its Professional Standards Manager. He has a BA (Hons) in Journalism and History from Queen Mary University of London and an MA for Critical Reading of American Literature from the University of Sussex.
Dean grew up in the north of England and still regularly visits family in his home town. In his spare time he can be found playing squash, swimming and exploring London.
